Problem(Abstract)
This technote explains a possible reason for getting the intermittent error message when you are trying to open IBM® Rational® ClearQuest® native client:

Cause
This error message occurs above when all licenses are in use.
Resolving the problem
Check the Rational License Key Administrator and confirm that ClearQuest is specified as having available licenses.
Note: ClearQuest,Team Unified Process (TUP) and other Suite licenses can also be used with ClearQuest.
To verify if all licenses being in use, have some users log out of ClearQuest and see if you can get in. Refer to technote 1129789 to see which users are logged into Rational ClearQuest.
