Can a database quota be enabled to stop mail from sending?
You would like to be able to stop mail by using the Database Quota, as the documentation appears to state. However, this feature appears to not be working as documented.
About database size limits (quotas):
You can set size limits (quotas) for individual databases on a server to prevent unchecked growth of databases. When you set a quota for a database, somebody attempting to open a database that has exceeded its quota sees the message: "Cannot allocate database object - database would exceed its disk quota." To set database size quotas on a server, you must be listed as an administrator in the Server document.
Users can sometimes add documents to a database that has reached its size limit if there is unused space within the database. You can also set a warning threshold that displays the following message in the Miscellaneous Events view of the Notes Log when the size of the database reaches the threshold: "Warning, database has exceeded its size warning threshold." This does not affect users accessing and working with the database, however. After this message appears in the Notes Log, notify the managers of databases that generate these messages so that unnecessary documents can be removed or databases can be moved to another server.
Note: If you set database quotas on mail files, the Router can deliver mail to them, and users can update existing mail views, even if the mail files have exceeded their quotas. The quota is enforced with respect to all other means of increasing size. For example, if a mail file has reached its quota, users can't manually add documents or views to it.
Specifically, the customer would like to see a choice between having the database quota work the same way for mail as it does for other databases, and at the very least, have the documentation clearly spell out how it should work.
There was a workaround to make it send mail; is there a workaround to stop sending mail once the quota is met?
An optional feature (through SPR# BHAS58T3TE) has been added to Notes/Domino 6.5.6, 7.0.2 and 8.0 that enables warning messages and prevents users from creating memos or Calendar entries in their mail file locally or on a server.

In earlier versions of Domino, the ability to stop the delivery of mail to mail files that are over their quota is available.
To enable this 'Obey Database Quotas during Message Delivery' feature in Domino 6.x, do the following:
1. Open the Domino Directory.
2. Select Servers, Configurations, Router/SMTP, Restrictions and Controls, Delivery Controls.
3. Choose the appropriate option for "Over quota enforcement".
