Added icon not appearing on web client map

Problem(Abstract)

If a node is added to a NetView map and it doesn't appear on the web client
map, then the map on the NetView server may need to be refreshed.

Resolving the problem

When adding an icon to the NetView map, it will not be seen on any
Read/Only map until that map has been refreshed or restarted.

If a web client is connected to a Read/Write map, added icons and
other map changes are seen immediately. If a web client is
connected to a Read/Only map, the map changes will only be see on that
web client when they are visible on the Read/Only map, that is, when the
Read/Only map is refreshed.

If the web client is connected to a Read/Only map, the Read/Only map must be refreshed after map changes in order to see the new icons. This will also require reopening the refreshed map at the web clients.
