Error description
For guest user, the MerchantOrderNotify message is sent to the shopper instead of the merchant. The reason for this is that for guest shopper, when notify_EMailSender_recipient is passed in, one record in NOTIFY table will be created with the recipient em ail. After that, whenever OrderNotifyCmdImpl(regardless of notify shopper or notify merchant) is invoked, the recipient email stored in the NOTIFY table will be used.

Problem conclusion
Modified the command com.ibm.commerce.order.commands.OrderNotifyCmdImpl to use the recipient that is passed into the command if present.
