Error description

• In RDi 9.0, when switching to the Data Development perspective,
  the following error message is displayed:
  Plugin Data Tools Diagram Core Plugi-in
  (com.ibm.datatools.diagram.core) has no valid license key to
  run.
  

Local fix

• This issue has no effect on the use of the Data Development
  perspective.
