This problem is fixed in the RD Power 8.5.1 Fix Pack.

Members with DBCS characters with no closing Shift-In (0x0F)
byte cannot be opened from RSE or imported to an i Project
correctly. Members either become blank, or lose contents from
the first line with the problem.

When attempting to edit a member with this problem, RD Power
will issue a dialog listing the line numbers which have the
problem. Users can use this information to make changes to
the member on the remote system to correct the missing
Shift-In bytes so that it can then be safely edited from
    the RD Power client.
