  This happens in particular with the following steps:
  1.       Navigate to the Query screen.
  2.       Run a query the retrieves rule artifacts, i.e. Find
  all business rules.
  3.       Select a business rule from the Query results and
  click edit.
  4.       Click Next, on Step 1: Properties screen
  5.       Click Cancel, on Step 2: Content screen
  => IllegalStateException
