When using a Distance-Weight carrier the optimizer sometimes gives suboptimal solutions where a tour is longer than when using a Fixed Carrier. In some cases, this is normal as Distance-Weight Carriers can only make single tours (a sequence of Loads followed by a sequence of Unloads). Whereas, a Fixed Carrier can make multi-tours (i.e., alternate Loads and Unloads as desired). However, when there is an optimal solution with a single tour the Distance-Weight carrier should get the same solution as with the Fixed Carrier.
To workaround this issue a dummy shipment (with very little weight and units value, but not Zero) can be added. It must have a source which is the start of the expected tour and a destination that is the end of the expected tour. Previously, only the pickup location/delivery location pairs per shipment were generated. A change will be made to the TA-TPO mapper so that all the combinations of pickup site/delivery site pairs are generated. Note that zones are still used in order to avoid combinatorial explosion.
This issue has been fixed in IBM ILOG Transportation Analyst 220.127.116.11.
