In IBM Curam Child Welfare (CW) users are unable to create Investigation cases from an Intake if there are Persons marked as duplicates on the originating Intake.
Local fix
The user may unmerge the Duplicate to create the Investigation, and then merge the duplicate Person again.

Problem conclusion
Addressed in V6.0.4.4 iFix1. PO01543, SPMP-10793 - System should support the ability to create an investigation even if the primary participant is a duplicate Previously, a validation message was displayed while creating an investigation case for a duplicate person. Now this validation is made as a configurable validation and can be enabled or disabled by using the configurable validations in the system administration application.
