Error description

    In IBM Curam Health Care Reform, when a person is found
    ineligible, the eligibility results page does not display the
    reasons for ineligibility.

Problem conclusion

  • A new program and result UnassistedQualifiedHealthPlan(UQHP)
    has been added for display on the eligibility results page.
    Where an InsuranceAssistanceUnit fails eligibility because
    their income is greater than 400% of FPL they may be eligible
    for the Unassisted QHP.
    If the unit qualifies for UQHP the unit is eligible to use the
    exchange to purchase plans but does not qualify for assistance
    paying the premium of a selected plan.
    The eligibility rules, display rules, script and results page
    have been updated to include UQHP. New program actions 'Enroll
    in Health Plan' and 'View Enrolled Plans' and the related
    program states have been added and integrated with the existing
    implementation.
    The 'NotEligible' result has been updated to display all
    members not eligible for other programs and the reason why
    eligibility failed. The reasons for failure include no SSN,
    incarceration, residency, citizenship and a catch all no
    reason. A new facade method, renderer and UIM page has been
    added to display a new fragment to list each not-eligible
    member and the reason for failure in the result panel on the
    eligibility results page.
