    PO01449, SPMP-10717 - Stop processing of all precedents
    recorded during execution of PDCConversion batch
    Previously, when the PDCConversion batch job executed,
    precedents were raised by CER.
    This resulted in the following warning message being output to
    the log file at the end of each chunk:
    "One or more precedent changes have been written to the
    currently-open precedent change set for batch processing.
    Please arrange for a run of the precedent change set batch
    processing suite to be scheduled."
    The constant outputting of this log message can render the log
    file un-readable to a customer. Also the precedents being
    raised served no purpose when produced by the PDCConversion
    batch job.
    This enhancement disables raising of all precedents during the
    execution of the PDCConversion batch. This change has a small
    performance improvement and also substantially reduces the
    amount of logging output by the PDCConversion batch process.
    To verify precedents are not being raised following this
    enhancement you can use the following steps.
    1. Execute select count(*) from precedentchangeitem;
    2. Run PDCConversion batch job
    3. Execute select count(*) from precedentchangeitem;
    The counts should not increase.
