PM97650: IBM HTTP SERVER DOES NOT SEND SIGTERM TO FASTCGI APPLICATION

Error description

When IBM HTTP Server is stopped, it does not send the terminate
signal SIGTERM to child processes running fastCGI applications.

*                      the SIGTERM interrupt upon web server   *
*                      termination.                            *

The SIGTERM interrupt was not sent to fastCGI applications
running as children under the web server process.

Problem conclusion

Code was changed to ensure the signal is sent to the children
of the web server process.

This fix is targeted for IBM HTTP Server fix packs:
 - 7.0.0.33
 - 8.0.0.9
 - 8.5.5.2
