    I believe I found what the problem was. It seems to be a
    timing issue because of the intermittent occurrence of the
    problem the user is having. I read through the notes and
    thought it might have been related to another apar (PM87924)
    that we tried to fix. This other apar didn't go far enough
    however.
    
    When I was trying some things in my own development
    environment, the problem happened to me and I got a stack
    trace that showed the SAXexception that occurred. Once the
    SAXexception occurred, it skipped the logic that set the
    encoding string which is used later on when the build
    descriptor properties are trying to be saved to disk. This
    caused an exception and subsequently the properties file did
    not get written. This in turn causes the loss of the build
    descriptor settings, the next time they are tried to be read
    from disk.
    
    I believe the original SAXexception is the root problem.
    This exception is thrown by the SAX parser when more than 1
    thread is trying to parse at the same time. This is not
    allowed. In order to fix this, the java keyword
    "synchronized" needed to be specified on the method that
    calls the SAX parser.
    

Problem conclusion
