Error description

• There is a Dump for the following message:

  DFHME0121 CICSREGN  The first attempt at formatting message
  DFHPI0997, TD queue CPIO, has failed - Invalid DBCS
  format
  .
  This is due to the following messages being issued
  repeatedly:
  .
  ICH408I USER(USRNAME) GROUP(GRPNAME) NAME(LASTNAME,
  FIRSTNAME       ) LOGON/JOB INITIATION - REVOKED USER
  ACCESS ATTEMPT
  .
  DFHPI0997 07/01/2013 08:42:18 CICSREGN TRAN ....m>>y. The
  CICS pipeline manager has encountered an error:
  authorization failure.
  .
  Notice the invalid PIPELINE Name above ' ....m>>y ',
  this results in the DFHME0121 message and dump being
  issued.

  During the execution of a pipeline a resource check is performed
  prior to the execution of the pipeline program.  The check
  returns an exception and DFHPI0997 message is issued, the
  pipeline name within the message is not initialised causing the
  message to be corrupt.

• Update DFHPIPM to initialise the name of the message correctly
  prior to issuing the message.
