Closed as documentation error.
EQAOPTS TCPIPDATADSN description was implemented to inform Debug Tool which TCPIP stack should be used to request a port from in remote debug scenarios. This is not mentioned in the documentation . It is not clear that this is the option to use in multiple TCPIP scenario.
