Error description
ABEND04E RC00E20004 from DSNSVBK for the ADMF LOCAL BCT SUBPOOL with full of RCLS blocks acquired by DSNILSTS for START DATABASE COMMAND. Due to the number of START command that was issued, DB2 has allocated too much storage. With this APAR, DB2 will only allow certain number of START or STOP DB command to avoid the storage shortage. With this APAR, DB2 will issue an error message to the user instead of ABEND. . For STOP DATABASE command, the structure observed was DBEE block acquired by DSNIDBPL in the same BCT pool
Local fix
If the command uses SPACENAM(*) option, remove it. Without the SPACENAM, the customer could issue more number of STOP command.

Another APAR PI06843 moves the DBET storage in ADMF local BCT subpool to its own above the bar pool. The APAR is strongly recommended to DB2 users to alleviate the storage constraint for -START and -STOP DB commands. DB2 internal defect D175543 is opened to address RCLS storage usage in the next release of DB2.
