PM93362: [wi270650] ProcessService validation doesn't prevent orphaning of development lines and iterations

Error description

• ProcessService#validateIterationStructure goes to great lengths
  to validate that any timelines and iterations saved in the repo
  are structurally sound. We make sure that all the parent/child
  links are consistent, that a timeline's current iteration
  actually belongs to that timeline, and so on.
  
  There's a major oversight in this validation, however, which is
  that we don't complain if you remove a child iteration from its
  parent and only save the parent. In this case, we will just look
  at the parent's remaining children for validation, which allows
  the old children to be orphaned.

Problem summary

• Iterations can be orphaned if owning iteration or timeline if
  code remoes a child iteraiton from its parent and only saves the
   parent.
  

Problem conclusion

• Update save code to validate that parent getting saved includes
  all children that list iteration as parent
