PM92014: ADD CODE TO HOURGLASS TO PREVENT EXCLUSION OF CLIENT'S DATE ROUTINE PRE-LOADED INTO CSA.

Error description

• The client has a date handling routine, L99DATEM, that executes
  SVC11 requests and formats the results for their applications'
  requirements.  This routine is pre-loaded into CSA storage and
  then referred to on an as-needed basis by the client's
  applications. Ordinarily HourGlass bypasses time requests from
  modules residing in CSA, but exceptions can be effected via the
  CODESCAN table.  The client's routine will be aded to the
  CODESCAN table.
