Error description
The <f:convertNumber/> tag in a JavaServer Page (JSP) only accepts a Locale instance into its locale attribute. It should allow String instances too.

Problem conclusion
The following fix was pulled into WebSphere Application Server from the Apache MyFaces Open Source Community to resolve this problem: https://issues.apache.org/jira/browse/MYFACES-3343 The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.8 and 8.5.5.1.
