PM89772: SYSPACKAGE.PLANMGMT STILL SHOWS VALUE 'E' FOR EXTENDED AFTER REBIND WITH OWNER KEYWORD

APAR status

• Closed as program error.

Error description

• SYSPACKAGE.PLANMGMT = 'E' for EXTENDED after a
  REBIND with the OWNER keyword specified.
  The MSGDSNT255I shows PLANMGMT OFF.

Problem summary

  * PROBLEM DESCRIPTION: When REBIND PACKAGE changes OWNER but   *
  *                      does not specify a PLANMGMT option, and *
  *                      the value of subsystem parameter        *
  *                      PLANMGMT is BASIC or EXTENDED, REBIND   *
  *                      turns off PLANMGMT but does not change  *
  *                      the value of PLANMGMT column in         *
  *                      SYSIBM.SYSPACKAGE.  This creates an     *
  *                      inconsistency.                          *

  * RECOMMENDATION:                                              *
  ****************************************************************
  When REBIND PACKAGE changes OWNER but does not specify a
  PLANMGMT option, and the value of subsystem parameter
  PLANMGMT is BASIC or EXTENDED, REBIND does not fail but
  turns off PLANMGMT.  However, the value of column
  PLANMGMT in SYSIBM.SYSPACKAGE is not turned off and
  may appear inconsistent with the REBIND option.
  

Problem conclusion

• The PLANMGMT value in the SYSIBM.SYSPACKAGE is cleared for the
  case described above to be consistent.
