APAR status

• Closed as program error.

Error description

• restart of MER system while WBIFN system is down leads to the
  following events error events:
  DNQE5003E DNQD1049E DNQE5049E
  

Local fix

• behaviour of MER system will be changed:
  no start up error Events will be raised if all is
  correct during MER start when WBFIN system is down.
  There will be no dependency in Start- or Stop-Sequence of WBI-FN
  and MER system
  
  The behaviour will be changed with new APAR

  down, event DNQE5049E was issued indicating that MER
  encounter a problem on startup.
  

Problem conclusion

• Now, when the MER facility is started while WBIFN is down,
  MER does no longer report a problem on startup.
