Manager under ISPF, batch jobs attempting to access the
same PDSE member abend with S213-X'70'.

Problem Description:
Member in use or msgIEC143I 213-70
is produced when File Manager is
editing a PDSE member and another
user tries to access the same
data set.
Problem Summary:
File Manager is opening the PDSE with update which is not
required when editing.
Problem Conclusion:
File Manager has been changed to ensure the PDSE is not locked
while editing a member.


Recommendation:
Apply the PTF provided for PM86601
