• The model and its elements are not displayed in design explorer
  when lang setting for server java process is ja_JP, or any other
  non-English locale.
  

Local fix

Problem summary

• On the Eclipse client side there was a check for resource in a
  folder but the check type check was using an English string
  "Folder".
  

Problem conclusion

• Use the type uri ("http://jazz.net/ns/dm/folder#Folder") to do
  the proper check for the folder resource. This defect has been
  fixed in the Rational Software Architect Extension for Design
  Management 4.0.4 release.
