  Attempts to open a workspace that has a server without a runtime
  causes the migration utility to throw a NullPointerException.
  
  Problem:
  
  If you have a workspace that has a server without a
  corresponding runtime then the migration utility will throw a
  NullPointerException.
  
  You will see the following stack trace in the workspace log
  file.
