Error description
There are multiple issue when trying to set the HPEL logging to enabled: 1. The server hangs during start up for a long period of time. 2. The HPEL logs don't show up 3. SystemOut and SystemErr logs are still showing up even though HPEL has been enabled.

Problem conclusion
The logic in the HPEL initialization process was updated to wait for server startup to complete before redirecting logs to the specified or default HPEL log file location.
