Error description

RAA Proprietary scanner scans a particular COBOL program source
and copybook(s).  A particular copybook is listed as not being
found, but program source still goes to Completed status.
Expected behavior is that program source would remain in error
status until copybook is correctly scanned.

Problem summary

The RAA loader is failing on an ACT card and, therefore, the
END CU card is not processed.
The actual parm table (DMH_ACTUAL_PARM) is not accepting the
procedure label specified in the USING phrase.

Problem conclusion

RAA code was changed to allow DMH_ACTUAL_PARM to accept LABEL
asset in the USING phrase
