PM83264: Adding an element with Korean characters in the name to source control fails through CCRC

Error description

• Using IBM Rational ClearCase Remote Client (CCRC) to add an
  element with Korean characters in the name to source control
  will fail with an error:
  CRVAP0087E CCRC command 'Mkelem' Failed: Error: One or more
  characters in the string is not supported by the server's
  operating system.
  Parameter Name: rpcargs
  Parameter Type: CGI
  
  Using a dynamic or snapshot view to add the same element to
  source control is successful on the same host.  The ClearCase
  install is Korean and the system language and package is Korean
  on the host.
  
  Workaround:
  Use the ClearCase native client to add files with Korean
  characters to source control.
