PM83203: System Architect Default Publication Format not working

• Brief Description of issue:
  When selecting 'PNG' as the SA Publisher default display format,
  after publishing the default display format is still 'SVG'. The
  default display format in this scenario should be 'PNG' and not
  'SVG'.
  
  Expected Results
  Default diagram format is set to 'PNG'.
  
  Actual Results
  Default diagram format is still 'PNG'.
  
  Impact
  Client want set .PNG as default diagram format but they can't.

  Problem can be repdouced by SA sample encyclopeida.
  Set SA Publisher default diaplay formate to 'PNG' and tick SVG
  as Diagram formates to display.
  Run publish and check any diagram - the default format is still
  SVG

Problem conclusion
