  01.Security enhancement where JES Job Monitor binds to loopback
     address only. This change is incompatible with older RDz
     servers that expect JMON to bind to the default IP stack.
     By specifying LOOPBACK_ONLY=OFF in FEJJCNFG you can disable
     the new behavior, but this change is incompatible with
     current RDz servers that expect JMON to bind to the loopback
     address.
     As the loopback address has no TCP/IP stack affinity, support
     for _BPXK_SETIBMOPT_TRANSPORT has been removed.
  02.JMON argument validation rejects DSN+MEMBER > 44 characters.
  03.JMON stops reading spool dataset when a zero-length record
     is encountered due to incorrect I/O error processing.
  04.JMON port handling changed in v801. This enhancement lets the
     JMON IVP (fekfivpj) determine the host version, so that the
     same IVP can be used for all versions.
