  Defining generic server cluster routing policies at the dynamic
  cluster level has not been supported in the past. Users were
  required to define routing policies for each on demand router in
  a dynamic cluster.
  

Problem conclusion

• Users are now able to define generic server cluster routing
  policies at the dynamic cluster level through wsadmin scripting
  commands.
