APAR status

  • Closed as program error.

Error description

  • Starting in z/OS V1R13, IEBCOPY is no longer APF-authorized. It
    does not need to be run from an authorized library, and calling
    programs do not need to be APF-authorized.
    
    Currently File Manager requires APF auth to run a load module
    copy (it invokes IEBCOPY).  If IEBCOPY is not authorized,
    message FMMBB025 is generated and the copy is not done.

Problem summary

    IEBCOPY prior to z/OS 1.13 was required to be run from an
    authorized program. With this restriction File Manager would
    only perform a load module copy if it was running authorized or
    under TSO batch. File Manager had not been changed to lift the
    restriction for later levels of the operating system.
    

Problem conclusion

  • File Manager has been changed to call IEBCOPY directly if not
    authorized for operating systems z/OS 1.13 and above.
