PM82671: ASE Install button only enabled for a short time in manual security rules update

Error description

• In IBM Security AppScan Enterprise 8.6.0.2 or previous version,
  if user manually updates Security rules using offline rule file,
  after user browses for the local rule file, the Install button
  is only enabled for a short time (less than or equal to 5
  second).
