PM82133: The StateManager fails when it is called before the data grid is online.

• When you call the StateManager before the data grid is
  available, the StateManager request fails.

  * PROBLEM DESCRIPTION: From the preload state to starting      *
  *                      state, clients can attempt to connect   *
  *                      to the data grid; however, loader       *
  *                      exceptions occur.                       *

  * RECOMMENDATION:                                              *
  ****************************************************************
  While a data grid is in the process of starting, the data
  grid state eventually transitions to online. You might
  see this state transition and attempt to access the data grid.
  If the primaries are not available, we get
  NullPointerException exceptions. These exceptions manifest
  themselves as LoaderException exceptions.
  

Problem conclusion

• Attempts to access a data grid with null primary partitions
  now return unknown availability until the partitions come
  online.
