• Receive the following message when attempting to view a file
  using FM/CICS from the FM base primary option menu -
  
   CICS server task failed to obtain port for CICS applid CICSAPL

  *                      region from File Manager running on the *
  *                      ISPF, Batch or Eclipse clients if a     *
  *                      TSMODEL is defined with PREFIX(DF)      *
  *                      LOCATION(AUXILIARY) RECOVERY(YES).      *
  *                      Invoking File Manager from Debug Tool   *
  *                      under the same CICS may hang the        *
  *                      task.                                   *

  * RECOMMENDATION: Apply the provided PTF.                      *
  ****************************************************************
  File Manager for CICS uses the START command which internally
  creates a queue with a DF prefix. If a TSMODEL defines the DF
  prefix as recoverable then the START command behaves as though
  the PROTECT option of the START command had been specified.
  This means the started task will only be dispatched when the
  starting task has issued a syncpoint or completed. When
  accessing from ISPF, Batch or Eclipse the starting task waits
  for 25 seconds for a PORT number from the started task. The
  interval expires and the starting task completes without
  getting the PORT number for subsequent communication.
  

Problem conclusion

• File Manager has been modified to issue a syncpoint after the
  START commands to ensure starting tasks are dispatched.
