Error description

• There are several TC caching issues we have run into.
  
  1) Changing compile flags within a TC does not work properly.
  The new values are not written out to the Makefile unless you
  first delete the CDT project, then rerun the transformation.
  
  2) Newly created (by other users) TCs do not show up under the
  filtered transformation configurations folder until up to 30
  minutes have passed
  following a model load.
  3) Another apparent TC cache issue occurred today, where a user
  could not open a TC that he had been working on yesterday.  He
  ended up
  undoing his changes.  At this point, any attempt to dbl-click or
  otherwise browse to the TC in question had no response.  No
  hang, but nothing happened.

• Multiple problems related to TC cashing have been identified.
  

Problem conclusion

• The resolution should address the following:
  1) Changing compile flags within a TC should now work properly.
  The new
  values are written out to the Makefile without the need to first
  delete the
  CDT project, then rerun the transformation.
  
  2) Newly created (by other users) TCs should now show up under
  the filtered
  transformation configurations folder more or less immediately
  
  3) The problem where a user could not open a TC that he had been
  working on previously should no longer happen.
