Problem summary

  When QRY PGM is issued with SHOW(DB) a call is made to database
  services to return the databases referenced by the PSB(s).  The
  call is made by loading the address of the database services
  module from the database anchor block.  Since the IMS region is
  a DC control region the database anchor block isn't built and
  that storage is x'00' causing the call to transfer execution to
  x'00000000' resulting in the S0C1.
