  A NullPointerException is thrown in the on demand router when
  the session rebalancing manager is invoked before it is
  fully initialized. There is a time interval when this
  excetpion occurs.
  

Problem conclusion

• RebalancerSessionMgr61 was modified so that it is not called
  before it is initialized.
  
  This fix will be included in the next available fix pack for
  WebSphere Virtual Enterprise.
