Error description

• Race condition causes an empty change set to be created when a
  file is opened and modified using external compare tool from the
  pending changes view
  
  Reproduction.
  Make a change to a file
  Open the Pending Changes view, find the file and right-click ->
  open in external compare tool.
  Change something, save, and close the the compare tool and
  quickly right-click the file.
  The context menu will appear fully functional but after a brief
  time (1 second or so) 'Check in and Deliver' and Undo will
  become grayed out.
  If the user then chooses Checkin->'New Change set' the check in
  will occur but the new change set will be empty.
