The background for this new Rest API is to expose weather
the project area is tracked as the time spent or time
    remaining.
This information is used by the work item editor and is
    stored in Process Config XML
Currently the VS client does not have any API to get this
data from server. Hence I am exposing this information via a
    VS client specific Rest service.

The API from the Planning might not be required.
All we are doing for the VS client is to expose the Planning
Configuration data stored in process spec XML for the
project area as a Rest API.
I am currently using the API from APT to get the process
config data and also using the same class to parse the
    estimation configuration as well.
Adding a API to IterationPlanService would be very much
    specific.
