Error description

• WMQ 710 STOP QMGR command entered more than once but
  queue manager remains in STOPPING mode or status.

  During shutdown processing CSQP9DWS is called to synchronise
  with the deferred write processor tasks. If more than one buffer
  pool is still being flushed when this occurs, an error in how
  CSQP9DWS records the current number of flush requests leads to
  the queue manager hanging.
  

Problem conclusion

• CSQP9DWS is changed to correctly record the current number of
  flush requests, preventing the hang condition from occurring.
