Error description

• Webservice using Axis pipeline
  
  After error DFHPI1009 webservice use count is not decremented
  and webservice cannot be discarded. CICS region must be
  recycled to discard the webservice.
  
  After this error call to POST_SOAP_REQUEST_PROCESS in DFHPIPL
  is not issued and decrement_use_count is not done.

  A provider pipeline using Axis2 is installed in CICS.
  A soap request comes into the pipeline with invalid characters
  in one of its elements. This is detected and an
  INVALID_CHARACTER exception is thrown.
  This exception causes the CICS Axis2 Application Handler
  to bypass calling DFHPITL post soap processing.
  The webservice use count is not decremented and the
  webservice cannot be discarded.
  

Problem conclusion

• The CICS Axis2 Application Handler is changed to ensure
  DFHPITL post soap processing is invoked when the soap
  message contains invalid characters.
  

Temporary fix

• FIX AVAILABLE BY PTF ONLY
