Error description
Syndicator is in active state and remains in active state while the subscriber returns to idle. Customer's will observe syndication never starts. This is due to a failure to clean up the stale syndication event when there is a server shutdown, network issue, etc.
Local fix
delete and recreate the pair to get syndication running again. avoid stopServer while syndication is active.
Problem summary
Check sessions and keep alive code was removed.
Problem conclusion
Add checksessions and keepalive to maintain syndication processes.
