Error description
If a customer encodes start and end attributes the attribute values will no longer be stored as encoded after the customer saves the presentation template after CCF17 is applied. An included fix changes the way WCM handles the encoding http://www-01.ibm.com/support/docview.wss?uid=swg1PM67788

Start and end tags unencoded after save.
Problem conclusion
Code has been updated to use the following WCM property: cmpnt.htmlEncodeDefault false means do not unencode and true means unencode. The default is true.
