  Description of problem:
  Internal transitions corresponding to OnEvent actions are not
  imported under their corresponding
  source/target state. They are imported instead under the main
  region of the State machine.
  
  Steps to reproduce
  1. Open IBM Rational Rose
  2. Create a new model: 'Test.mdl'
  3. Add a new state chart diagram to the model
  4. Add in the diagram a state called 'TestState'.
  5. In the Actions tab of the state specification dialog inset a
  new entry.
  6. Open the new entry specification and change the detail of the
  action to pick 'On Event' for the 'When' field.
  (add Event information and action name if you want)
  7. Save the model
  8. Start IBM Rational Software Architect
  9. Go to File-?Import-? Rose model to import the Rose model
  choosing the default options.
  Result:
  The internal transition is imported under the state-machine
  region at the same level as the state
  Expect:
  The internal transition is imported under its corresponding
  state (in this case 'TestState')
  as you would get if you create a new transition by right
  clicking on the state.
