  The non-English resource assemblies were built with .NET
  Framework 4.0.  Also, the non-English resource assemblies were
  built with a resource label that the mainline code did not
  use when performing the non-English message lookup.
  

Problem conclusion

• Changes were made to correctly build with the .NET 3.5
  Framework and to correctly use the resource bundle label.
