  when selecting a non workspace enabled encyclopedia from SAXT,
  with French Locale
  
  How to reproduce:
  ------------------
  1) Open SA and create a new professional encyclopedia.
  2) From SAEM connect to the server, select the encyclopedia
  created and assign all the permissions (Administrator).
  3) Open SACM, connect to the server and attach the encyclopedia
  created to make it Enterprise.
  4) Give the Administrator role and Administrator user to the
  encyclopedia in the Catalog.
  5) Right click on the encyclopedia and Publish Optimized XT
  Reader Views
  6) Start SAXT and connect to the server.
  7) Select the encyclopedia
  8) The error 'Error getting the workspace status of an
  encyclopedia' will appear in red beside the encyclopedia name
  box.
