Error description
The customer has z/OS 1.12 and the SLB is a space efficient FlashCopy (SEFC). It looks simliar to APAR PM53237 which is a V10-only APAR. DSNU1637I 296 10:29:56.41 DSNUVBRD - RESTORE SYSTEM UTILITY FAILED BECAUSE NO FLASHCOPY IS AVAILABLE DSNU1631I 296 10:29:56.41 DSNUVBRD - RESTORE SYSTEM UTILITY FAILED BECAUSE THE CALL TO DFSMSHSM FAILED WITH RC = X'00000000' REASON = X'00000000'. SEE THE HSM ACTIVITY LOG FOR HSM MESSAGES INDICATING THE CAUSE OF THE ERROR. DSNU012I 296 10:29:56.42 DSNUGBAC - UTILITY EXECUTION TERMINATED, HIGHEST RETURN CODE=8 The DSNJU004 shows the SLB with this token is available.

There was a space efficient flash copy(SEFC), but the RESTORE SYSTEM utility made a determination that it was not a valid copy because HSM sets a different flag for SEFCs to specify that the copy is good.
Problem conclusion
RESTORE SYSTEM was changed to check the correct flag.
