Error description

• Description:
  Enabling an IBM Rational ClearCase UCM Project for ClearQuest as
  anyone other than the Project VOB owner may not create IBM
  Rational ClearQuest Records for every existing ClearCase
  Activity.  Along with this, it may not put each ClearQuest
  record in the proper state.
  
  When performing the action on an existing UCM Project with
  existing Activities, only those activities owned by the UCM
  Project owner will have ClearQuest records created for them, the
  Activity will be renamed, and the ClearQuest record will be put
  into the Active state.  All Activities owned by other users will
  remain as-is.
  
  This is being investigated by development currently.
  
  Workaround:
  Only ClearQuest-enable existing UCM Projects with the Project
  VOB owner.
