  Problem: When you use the option prepareAllSQLStatements='YES'
  in your build descriptor and debug your EGL program, the message
  'ORA-17023: Unsupported feature.' appears

  When using the debugLocalDataFormat build descriptor option
  with a JDBC driver that does not support getting metadata
  about the table's columns,  SQLException was being thrown
  that should not have been.
  

Problem conclusion

• The debugLocalDataFormat option is now ignored when the JDBC
  driver does not support retrieving metadata, and no
  exception is propagated to the EGL code.
