  The documentation says START(SCHD), STOP(SCHD), START(TRACE),
  STOP(TRACE), SET(LOCK(ON)) and SET(LOCK(OFF)) are allowed even
  when the program is scheduled which would be consistent with
  the Type-1 /START, /STOP, /LOCK & /UNLOCK commands.  This APAR
  is opened to correct the CC=73 condition for UPD PGM
  START/STOP(SCHD|TRACE) & SET(LOCK(ON|OFF)) when the program is
  scheduled making the Type-2 UPD PGM command consistent with the
  Type-1 commands.

  When the Type-2 UPD PGM command is executed with START(SCHD),
  STOP(SCHD), START(TRACE), STOP(TRACE), SET(LOCK(ON)) or
  SET(LOCK(OFF)) the command fails with CC=73 PROGRAM SCHEDULED
  if the program is currently scheduled.  The IMS Command
  Reference states these commands should be allowed even when the
  program being updated is scheduled.  The Type-1 /START, /STOP,
  /LOCK and /UNLOCK commands are allowed for scheduled programs
  and the Type-2 UPD PGM command should be consistent with the
  equivalent Type-1 command.
